Privately Buying, or Selling a Car in North Cyprus

The process of transferring title of a vehicle from one person to another is relatively simple and having recently completed the process, I decided that it may be helpful to give an account of what was needed to do it and what had to be done.
In the Girne area, vehicle title transfers are completed at the District Governor's Office ("Kaymakamlık Dairesi") which is located on the road between the traffic lights at the Pia Bella hotel and the small roundabout in the town centre (it is on the right, just before the hospital). The car park is always full so find a parking space on a side road and walk the last couple of hundred metres.
Seller(s) and Buyer must attend together with their ID (Passport, or Kimlik). Copies are required to complete the transaction.
If the seller(s) obtained a loan when they purchased the vehicle. The Lender's name will appear on the vehicle's Kocan too. If the loan is not fully repaid, the Lender must also agree to the transfer of title.
When a vehicle loan is fully repaid, the Lender provides a form that allows the Borrower to remove the Lender's name from the Kocan. The form is called "Motorlu Arac Devretme Muracaat Formasi" (Motor Vehicle Transfer Application Form)
If this is the case, the tax office requires this form to be stamped by the Seller's Mukhtar.
The vehicle's Log Book (Kocan) is also required.
The fee to complete the transfer in our case was 2,460 TL. Stamps to the value of 38.7 TL are also needed.
Credit/Debit cards are accepted.
Photocopies and Stamps are available from the Cafe on the first floor of the tax office.
When you enter the building, get a ticket from the machine (numbered in the six thousands). It can get very busy, so expect to wait.
